Looks like some form of Dermatitis or Eczema . Try using warm compresses and applying Hydrocortisone cream. Moisturizing creams can also help. Usually this is caused by a particular factor or environmental agent. Note what products you use or what clothes you wear when this flares up and avoid them. If situation gets worse you may need to consult a Dermatologist.
