Could be some form of scarring. Has there been any injury or augmentation with filler used?

I have viewed the image and it looks a bit different as normally the glans is not this way with wrinkles and is a smooth structure..
It can be due to some previous infection or injury.
Too much masturbation or rubbing can also be a cause but less common.
In case if it becomes sore or painful you can get checked by a Urologist.
