I do not think it is tetanus unless the wound shows signs if infection .and deeper than 1cm..the cause of inability to move the finger would be mechanical or physical due to scarring or pain . take him to an orthopedist..to see the real cause by exqmination..

its not tetanus,although you need to give him a tetanus infection as early as possible. he may be unable to bend his finger because of some inflammation that still may be remaining around the finger joints.
give him anti inflammatory medicines and ice packs. he should be fine

tetanus is a generalised disease associated with painful sustained muscle spasms all over the body. it never occurs at a specific region of the body.
you should not worry. he still may be having some pain in the finger.apply coconut oil and gentlyy massage the finger to release the painful spasms. encourage him to bend the finger slowly.
