hi
this may be due to arteriovenous malformation in the eyelid area. the arterial and venous blood are getting mixed causing it to get that color. you need to get a angiogram / doppler done to confirm the diagnosis. consult a dermatologist

HI
BLUE DISCOLOURATION MOST PROBABLY INDICATES THAT THERE IS LOTS OF VENOUS BLOOD ACCUMULATED IN THE REGION. UNDERLYING PATHOLOGY THOUGH NEEDS TO BE FOUND OUT. MAY BE RELATED TO BLOOD VESSELS OR SKIN PIGMENTATION.

It seems a pigmentation problem . Hemosiderrin pigment usually is deposited in large amount in this area due to underlying blood disorders. Get your blood checked in detail.
