In my opinion that would probably be a complicated urinary tract infection..you need a urine test and culture for a suitable antibiotic prescription..

Simple abscess can be caused by uncircumcision (simple palanitis), however If you have been sexually active you can suspect Chlamydia or Gonorrhea .
If you have been to a new place or slept beside someone new or wearing someone cloth you can suspect lice (tiny insect )

To confirm it ,urethral swab or ‘first catch’ urine sample (ie urine taken from when you first begin to pass water) should be done… Also to choosevthe appropriate antibiotic

this is due to a urinary tract infection,either due to poor hygiene or a recurrent renal calculus.
get urine culture and microscopy done.
get a usg abdomen done to rule out stones.
drink plenty of water and fruit juices.
start on appropriate antibiotics.
